  1. My idea for the Ink Rakes is that they’ve rigged most of the major sporting events in the city, as well as turn the other way if you pay them well. Alternatively, if you anger them they can drastically increase the heat on your crew if you anger them. They also are the patrons of a number of smaller gangs.

    Other ideas you could use are them blackmailing important figures around town, they could be straight-laced agents of truth, or you could go full on Tomorrow Never Dies with them actively provoking conflict.

  2. I have a pretty fleshed out Ink Rake faction that I don’t think my players will ever explore. Its basically the plot of Citizen Kane. Hard core yellow journalism to influence world events with a hefty dose of insinuation and society gossip thrown in. Some of them act as information brokers which are heavily modeled on Baccano! I’m pretty bummed I probably wont get to use them much in my game I keep trying to push my Shadows that way but they don’t take the bait
