It’s not hard to whip up your own janky playbooks in InDesign, without existing templates.
I’ve done playbooks in Publisher, and would be wiling to subscribe to InDesign if I had the design files. But it is too expensive to start from scratch.
I think this is supposed to be part of the SRD.
