As a GM I would allow it, if the fiction is good for it and if they were payed (in Upgrades and/or Long Term Projects). I’m not aware of a limit in the rules.
Would a Tier IV Crew have more than 4 cohorts/experts? Yes, I think so.
I would say yes; given that the limit on veteran advances is just a matter of sheet layout/design and not rules I would go with the same reason to allow for more cohorts
