Can you take Veteran as your first Special Ability?

Can you take Veteran as your first Special Ability? I ask because I think that having a Cutter with the Physicker ability would allow for a fun character concept and it would be odd to not be able to play a surgeon but not be able to do legitimate surgery for first couple sessions.
