My understanding is that Elite gives a +1 to a Cohort’s Quality.
So if picked as a crew upgrade at start it’s a 2 dot cohort?
That is my understanding of it, yes, if it’s the specific Cohort type. Thieves get Elite Shadows, Breakers get Elite Thugs, Cults get Elite Adepts, etc.
Clarification: does picking the “Elite (type)” upgrade for one box get you a quality 2 cohort on its own, or do you have to have a cohort to be upgraded by the Elite upgrade?

I think you need the cohort as well – we came across the same question when starting our crew the other week.
I would agree. There’s no benefit to taking the upgrade before you actually have a Cohort to apply it to. Also, it only costs one upgrade (while a regular +1 Quality is two), but that’s because it’s narrowly focused, and you can only take it once.
Yeah, you need to have the Cohort, otherwise that upgrade doesn’t apply to anything.
