The quick start is basically that.
When I was introducing the game to a friend of mine who was curious about Blades, I pulled out a dozen or so pages out of the quick start including background of Duskwall, the action rolls page, the 3 pre-existing crews, etc. As weird as it is, I actually thinned out the quick start for someone who I knew would only be looking at it for about 5-10 minutes. I didn’t expect him to play for very long, so I just wanted to give him a taste and then I would carry the burden of handling a lot of the rules/mechanics and explain as we played around one afternoon.
This isn’t an approach I would take with someone I was seriously interested in running a persistent campaign with, but it might work for a convention. Have a few “quick start-lite” packets stapled together than someone can come by, pick up, and in 5 minutes be slapping a character together for you to GM a score.
I’m taking the position that someone like me, who knows I’m already interested in the system, will read every word of every page of everything you put in front of me. For my buddy who was casually interested, he just wanted to see what he needed to know to roll some dice.
