Is there a system in place for making new contacts? During the second session the Crew of Shadows acquired a temporary asset of a Gondolier to help move them about the district. They ended up liking the NPC and wanted to ‘officially’ make him a contact. I couldn’t find anything so I set up a clock and let them know that each time they acquired him as an asset it would increase the clock.

Nothing official, clocks cover it pretty well and your solution seems fine. You might also consider just adding further fictional elements to help progress/inhibit the clocks, devils bargains, maybe the PC’s could take on a job for the Gondolier and adjust the clock much the same way you adjust faction status. But you’re definitely on the right track!

In the Acquire an Asset rules, it suggests using a Long-Term Project if you want to acquire an asset permanently. I’d go with that.
My group have been doing that pretty steadily. So much so that I’m considering adjusting the layout of my sheets to add extra space for new contacts.
Ben Morgan my group has been focusing on contacts and factions as well, and given that they are Shadows it makes sense.
Basically any time you look at the rules and don’t see what you are looking for and ask “…is there a system in place for granting the players ____” that system is Create a Long Term Project.
