I think they would also need the veteran advance from the Whisper’s playbook strange methods. Or a ritual.
While I think having some whisper stuff could help (or having a friendly whisper PC or NPC help out), the answer to this and all similar questions is the same. You can do anything with enough LTPs and scores.
Short answer, yes, they could. However as the gm I would have a series of long term projects that I would have them do. From preparing the body, to infusion the soul, to adding the spark of like. From a mechanical point of view I would treat it like a meat hull.
There is a certain way to roleplay the leech that basically models the character off Kreiger from archer (which is so much fun by the way) alot of the character motivation of that build is based on the characters strong desire to create a sex doll this way…
