There is the general advise on using traits to make fortune rolls when it’s useful to do so. That’s what I use them for (rolling a district’s Security to determine when Bluecoats show up, for example)
Like any trait, they can be used for Fortune Rolls. The citizens of a district may also be treated like a faction, with the district traits informing what Tier they are. Not sure beyond that.
Fair enough. I’ve been rolling them before sessions to see if anything major is happening that district.
