It is about faction tier and quality affecting the action’s effect.

1) if a PC goes against someone/something of a faction with higher tier, does every action get ‘limited Effect’ by default?

2) if the answer of 1) is correct, if the faction has two tier higher than PC’s crew, does actions against them has no effect(by reducing two degree of effect from standard effect) unless PCs make some way to defeat the obstacle?

3) Can faction tier difference(=inferior quality) affect PC’s position, not only effect??

  1. 1) & 2) Nope; only in so far as it makes sense to you and the narrative. Sure, in most cases, a higher tiered faction’s better equipment and/or training might tip the scales in terms of lowering the position or effect of a particular action, depending on how much higher they are than the crew, but then maybe it’s only from great to standard, or maybe, after considering other factors (Is the person from the other faction alone and outnumbered? Is the character that’s performing the action especially skilled in said action? etc.), the effect isn’t reduced at all. It’s up to you and your group to figure out, as it is with most things.

    3) Absolutely. Again, see above.

    Re: 1/2. Remember too there are three factors we are instructed to consider (tier, potency, and scale) each of which may apply but only insofar as it makes sense. Taking action that sidesteps the advantages of the opposition occupies a large space in the game (see engagement rolls)

    Also, while the text informs us that the GM should have final say on these things, it’s a discussion

Yes, and position and effect are linked, so anything which changes one also affects the other: when effect is reduced, it means they have to take a worsenedโ€‹ position compared to before in order to achieve the standard effect you just talked about (this can mean only desperate action will have any effect in certain circumstances, for example)
