I have been working on a short campaign for a shadow crew. The basic idea behind the campaign is a feud between two minor noble houses. Both houses are pretty poor (comparatively) and their wealth comes from Leviathan hunting ships, obviously. The crew is probably associated with one of the houses in one way or the other.
How large fleets of Leviathan hunting ships minor noble houses are expected to have? Just one or half a dozen? I ask this because my gut feeling is that it might be just one and the “enemy” faction is just getting their second ship ready at some point in campaign.
Another question is what tier those houses should be? Does Tier II sound good?

Thank you Andrew Shields! Based on your work I think my basic idea is pretty solid. I really like the hold part as well as the noble house that hires the PC crew is in a brink of a ruin (weak hold) and the target is on the rise (strong hold). I would not have thought about that in this case.
Glad you like it. An advantage of having hold based on status symbols is that adjusting hold can drive heists; gaining status symbols, wrecking the status symbols of rivals.
