I don’t know if anyone has caught Gotham on TV or not, but the GCPD is very much how I imagine the Bluecoats in terms of how they are ran and the level of corruption. How do you all deal with your Bluecoats? Mine tend to be easily corruptible, prone to violence, with many large sections of the force sold out to larger gangs.

  1. Like the Wire, of course!

Actually by Fortune roll, using the district’s Criminal Activity score as a guide, is my quick answer (how ‘reasonable’ are they, opposed to honest, driven or a complete bastard).

They’re pretty much a gang who’s business is “public order” (rather than justice). They’re all about (relative) peace on the streets, and making sure they get their cut, and usually in making sure no more powerful faction sticks their noses in (plus many gangs have contacts among the city government).

The (non-fiction) book Gangs of New York has a lot of useful info and nuances you can apply to the police including strikes and political interference – it would be my go to resource for a Bluecoat game.

  2. Mine are somewhere between the GCPD and the Ankh Morpork city watch.

In my game I’ve also set up the Sentinels as the governor’s secret police, who mess about with the Bluecoats for their own aims.
