Same here. I keep thinking of adapting Spycraft/SFA/World in Flames to the system….
Current playbook ideas are (Weapon) Specialist, Control, Technician, Infiltrator, Negotiator, and Oddity (covers the superhuman element from the comics I mentioned.)
Hold, Rep, and Coin would be modified to represent standing within the government they work for and budget.
Heat is reworked to be public opinion.
Factions would be divided between rival agencies and actual enemies of state.
