Has it been said how close 7.1 is to the final rules? My friend is about to start running a game, but he is a little gunshy due to possible changes in the final release.

8 seems to be poised to be the official release. 7.1 is totally longer term playable in my experience and from what I’ve seen of the previews for 8 it mostly seems like balancing things adjusting a few abilities here and there and some minor tweaks to some mechanics. But the core game play seems set.
The “core” game mechanics have been set since like v5.
I really wouldn’t worry about it.
I’d definitely say go for it. I think about 99% of what we’re getting in the final release is more details and fluff, as opposed to rules changes.
the only major changes I know about so far are the simplification of the engagement roll results, and that Gather information is no longer a downtime action.
I believe that the downtime variant of Gather Information has just been renamed to make it distinct from the ‘in score’ version of the rule to make it less confusing for players.
