A drive is something that forces you to act, like the desire for revenge. A belief is something you know to be true that defines how you act, like the strong should always rule over the weak.

not much, except one (drives) is more verb-y & actionable, and the other (beliefs)are often more personally related. Both of those are about sharing the reasons for certain actions. But I have heard players describe meeting that trigger by talking about how “my belief in _ drove me to __” so I think the difference is semantic at best
(at least, in game terms)

Nathan Roberts Well on the Blades in the Dark character sheets it says for XP “at the end of session, if you’re expressed your beliefs, drives etc etc.” So that’s where this comes from. But to answer your question however it has to be a difference otherwise you would not expressly say “beliefs and drives”. That is why there needs to be an in game difference, because of the use of two distinct different words, that can be loaded depending on what games one has played in the past.
Ahhh, I see. Despite there being a sematic difference, I don’t think it makes much mechanical difference though? They are both in the same XP category:
“You’ve expressed your beliefs, drives, heritage, or background”.
So if you trigger one them at least once then its an xp, if you engage with any or all of your beliefs or drives or heritage lots of times in the session then its 2 XP.
