I would lean toward Study to make something appear official (especially without a reference on hand) and Finesse to forge a signature. I’d probably allow either to do the other at a position or effect penalty and might give a similar bonus if they have decent scores in both.
Here are some suggestions from a while back. Overlap is fine, I think there are likely several ways to get at it depending on the crew’s strengths.

If you don’t know what documents you need, maybe Study to gather info about that. Finesse them off someone who already has them. Tinker up a set of fakes, and then put them back. 🙂
It’s a pretty gray area, though. Several actions could work for the actual forgery.

It came up in game because the Lurk has a long term project to plant fake documents to create a paper trail that’ll support the Slide’s fake identity of the fictitious Custom Officers Strathmill. They just created fake paperwork about an investigation and coverup into corruption and nepotism around Stathmill’s appointment as a Customs Officer. Made use think how they would have done it during a score. Not sure if I’m doing downtime rolls right, but I’ve been running the forgery and other escapades for this long term project as just colour to the downtime roll.Â
That’s a fine way to handle downtime projects.
you could also just stab the guy that does them officially till he makes you one… and then stab him some more so the bitch doesn’t talk.
