Dan Voyce I think of Factions (including Outsiders) as background and possible high-rank employers.
Placing them as gangs makes sense, if we move timeline to early Sigil history (before first Faction war). Thanks!

Dude, factions are obvioiusly factions! You can also place lesser gangs inside major factions like the Mad Dog Barking bandits inside the Chaosmen.
