I’m particularly interested in how the crew’s Transport effect factors into smuggling-type actions. Transport isn’t an action type, just an effect, but I’m guessing it’s meant to abstract more complicated logistics of shipping and movement of people and goods into, out of, and especially throughout Duskwall (ie how your gang got to the opera house, how your crew got to the lighthouse island, how the cargo/goods actually got to the dock, railyard, or warehouse from which your crew aims to smuggle it past authorities).
There are situations where the deployment of your assets is important, as Adam says.
For example: You want to get your killers in position for a deadly ambush. You Discern a good deployment, then roll Transport for effect to see if it’s accomplished or if there’s more to do (and more risk) in getting them in place.
