1. Could a crew directly upgrade to Expertise?
2. Why should you carry only 4 items if you get 5 with the same stats?

1) I think so. None of the upgrades seem to have prerequisites.
2) no reason, but it would be kind of silly to tell people “you can’t carry four items”
1) No. Crew upgrades read as follows:
When you mark 6 crew advancement ticks, clear the ticks and choose two (a given item may be chosen only once):
>> new crew upgrade.
>> Increase one of your crew effects by 1 (except Renown).
>> Add a new special ability.
Since expertise is a crew upgrade it would take 2 advancement cycles to upgrade it (that’s where my Tue Group is right now).
2) There is no mechanical reason (your question). There are plenty of fictional reasons. The Crew infiltrated a bluecoat station, with a few people posing as prisoners being brought in. Needless to say what they put on themselves was a bit different than the loadout when they did an assault on a warehouse both in count and in visibility.
Hmm… The QS Crew Creation (p. 36) reads:
4. Assign Crew Upgrades. Mark 2 Upgrade boxes.
Sounds like it should be possible to start with Expertise?
