I think everyone who is not on point is Backup unless there is a fiction based reason for them not to be (they separated to do two tasks concurrently for example). That being said I don’t see multiple people using the follow up or face an effect at the same time.
As far as the devil’s bargain, I also believe that is a once per roll thing.
More than one devil’s bargain can be offered. Several players might have ideas. That’s cool. But only one may be accepted for a given roll.
Multiple offers makes sense, I was reading the question as offered and accepted (leading to multiple added die)

It could be that the players all get like “I got one.” “I got one. “I got one.” and maybe the player in question goes ” ‘kay I’ll take em all!” while he should only go for one. ^^;

only one devils bargain can be accepted on any roll, but i could see a situation where one player offers a really rough devils bargain, the rolling player rejects it, and then another player follows up with an offer of a different devil’s bargain.
consensus is appropriate too. Getting an extra die for not much consequence has to be agreed by the table.
