Considering the Bluecoats play set has an Inspector crew member from what I remember, I’m sure it can be made to work.
There’s an investigation mechanic in the game (called Gather Information). The world of Garret would work well with BitD, but the game is geared more toward team stuff instead of a solo P.I.
I always remembered the early Garrett with Morley and Saucerhead and the dead man so that’s sort of a gang…
