you can also let your group define what those things mean. ask your player what they can do.
A nice ballpark answer is to look at the sorts of things example Rituals and various supernatural Special Abilities in the playbooks (Ghost Ward, Ghost Voice) can do. Especially if no one else has supernatural abilities, that stuff is fair game. But you don’t want the Whisper to steal other players’ thunder (or the thunder of their own advancement!), so try and make sure you set the Position and Effect such that Rituals and Special Abilities are meaningfully more reliable.
