I don’t think any of the consulates have write ups, actually, I think you are expected to fill them in as needed.
Several of the listed Factions do not have write ups: the consulate, the Skovlan refugees, the Cyphers, the Foundation, etc.

Alfred Rudzki I was pretty annoyed at that actually. I managed to piece together some things about several of the unlisted factions from rereading the book, but I’d prefer having stubs than no entry.
All Factions have stubs summarizing their deal, located immediately before the in-depth gameable information for select Factions. I’ve found the level of detail that John put into the canon Factions is very educational, in terms of moving forward to add gameable details to whatever Factions you want to fill your campaign with. I wrote up my own versions of Cyphers, and Ink Rakes in fact! Turned them from simple messengers and newsies, to codebreaking secret-keepers and an exploitation-fiction magnate.
I totally agree that the factions section was excellent for what was included. And I appreciate the “leave blanks” inspiration. I’ve got great ideas for the Dimmer Sisters because there was room left for ideas.
But there were a few that are barely mentioned. It took some close reading to understand that that the Path of Echoes were the human servants of the Reconciled, and looking up the Skovlan Consulate on the fly in game was pretty dissatisfying.
I know I’m mostly nitpicking though.
That’s totally fair. Some are much better, much more inspiring than others, absolutely.
