About getting a crew’s “elite” gang type packages (they only cost 1), does one have to already have its’ respective “normal” crew type package (which costs 2)?

I’d say that while it is possible to buy this upgrade before you actually have a cohort to apply it to, it’s not really advantageous to do so. It’s like buying expensive aftermarket tires for a car you don’t own yet.
You buy one or more cohorts for 2 each and apply the bonus to their quality. These are different things. No cohort, nothing to apply the bonus too like Ben already said.
