It’s written differently in different places. Page 13 (PDF page 10) says armor recovers during downtime, not just during Recovery.
I’d also like to know what the intent is. I think I prefer armor always refreshing, but I haven’t playtested.
Also: let’s say you have opportunity to rob a corpse of armor while on a heist. Does your armor refresh? So, if you have your armor cut up, can you use a flashback to stash fresh armor nearby? I would say probably so; why not?
