If its a downtime action there are usually no consequences. If its outside of downtime then anything goes.
It’s entirely up to the GM. If there are no risks associated with it, make it a fortune roll.
A fortune roll can use any trait, including an action rating.
I’ve been running it the way Blaze said — if there are risks involved, it’s a normal action roll with consequences (despite being during free play instead of the score itself). If there’s no real risk, it’s a fortune roll. I hadn’t realized that a fortune roll could use an action rating as its base, though. That’ll make it easier to determine how many dice to roll in the future 😛
