you can not use stash directly to pay for things. thus you would convert two stash to one coin, then use that coin to pay for things.
If you are talking about your personal stash, yes it converts 2/1. But if you are talking about the Crews coin it has in its vaults, no i dont think it is a 2/1 in that case.
The confusion is maybe just vocab: “stash” is a scoundrel’s personal stored wealth, which converts 2 stash to 1 coin if you want to liquidate it. A crew has a “vault” which is just coin, that can be spent 1:1.
