Even criminals are still generally considered citizens. If the GM was on the edge about the call, you could always split the difference and gain 1 heat instead of 2.
Death causes 2 heat due to citizens being killed, even if they are considered bad guys.
Yeah, watch any cop show, they hunt and prosecute the killers of criminals just as hard as they do any others.
