If I understand this site correctly, it’s a repository of user-generated content. I’m guessing someone decided to use it for tracking setting info and made it “public”, but I don’t see anything in their FAQ about copyright-violating content (and many of the other “Districts” in their world-building tool are existing properties, from Legend of Zelda, Shadowrun, etc).
So… the site owners probably didn’t copy-and-paste all that info themselves, but they don’t have a clear policy preventing users from doing so.
If John, Sean, or anyone else wants to tell them to take it down, the contact info is on the “Privacy Policy” page.
I believe CoB is an online GM tool, and one of the options to paying users is their World Building feature, so I think you’re seeing the result of a user uploading Blades setting info to help manage his campaign.
So while the site is kosher, they clearly need to work on how user content is managed, to prevent copyright issues like this one.
