The program of choice for this kind of thing is Adobe InDesign, but it is pricy. Scribus is a free alternative, Serif PagePlus is a pretty cheap alternative.
In a pinch, you can use vector art software – Adobe Illustrator or Inkscape (which is free). In even more of a pinch, you could use Photoshop or the freeware alternative GIMP.
