I’d venture to say it is inclusive of everything, because on page 88 the header is Standard Items, and then goes on to list everything mentioned (weapons, documents, tools, etc.). The Smuggler’s crew sheet also calls out “items” specifically in the rigging upgrade, and it fits the spirit of their crew sheet to smuggle practically anything.
Yep, “Item” as a term is inclusive of weapons, implements, gear, etc.
