The rulebook mentions in a couple places the idea of keeping the operation “completely quiet” (e.g. under Faction Status Changes p45). Is there a mechanic to determine whether an op was “completely quiet” or is that part of the fiction? Does 0 heat imply “completely quiet”?

  1. I am pretty sure it is subjective. So long as no one actually sees the scoundrel do the deed, it can be quiet. People will see the scoundrel in the area, and who knows what the local ghosts and demons see. I think zero heat would not, without supporting fiction, determine the job went “completely quiet”. Instead, I would focus on who saw what.

    I actually think the scoundrels can do a job with high heat (say, murder a public figure who is well connected), but because no one knows who actually did the job (suspicion does not always grant rep) blame and credit cannot be assigned.
