That is up to DM Discretion and the formula in question. Typically if its a cheap, easy to produce Formula or something that fits well with the other creations than yes. If it is something rather specialized, expensive, or powerful then it may require gathering of materials or tinkering rolls to produce (Of course this could be done during flashback if appropriate.) This includes things with the Rare and Complex tags as well.
I ruled that it’s a long term project to add a custom or special formal to the bandolier to represent the work required to establish a reliable and affordable source of those materials. But for something very rare or difficult I’d maybe make that a pretty long project.
