Throwing it in someones eyes

Seriously though – all the reasons listed above AND an opportunity as a player to explain what quirk of fate led your character to start carrying fine sand around with him all the time. 😀

Historically a pouch of sand was used by thieves as an alarm. It can be thrown inside to see if anyone stirs at a light sound, or the sound it makes crunching underfood can provide valuable scarpering time in the dead of night, if residents wake. At least that is how the theives of the Abbasid Caliphate – the Banu Sasan – used it.
