I am currently doing just that, although some more pointed questions might get you better results.
My number one suggestion is the same regardless of your crew choice, and that is to let your players guide you. If they were the ones who wanted to make a cult, let them tell you about their deity, what he wants, and how they go about manifesting his will. You’ll want the game to be weird and you’ll want your players to contend with the supernatural, but hopefully they’ll take care of that for you. What you create your crew you start with connections to rival and allied faction. Figure out how those factions will help or hinder the cult’s goals.
My other suggestion is that all the tables on the Devils sheet are your friends. Use them often if you don’t have your own creepy ideas, or combine them with your own.
