First, I am not affiliated with John Harper and can in no way speak for John on this. However this is probably not the right way to look for a collaborator.
Go to Conventions, go on design forums like story games and discus your game. Talk about your design goals and touchstones, talk about what you have tried so far and what issues you are experiencing, some of those discussions might lead to collaborations.
I don’t think John Harper wants this forum to become a place where people ask him to be involved in their various projects. That said if you are designing a Blades Hack this is a place where you could get people to talk about it and give you feedback.
