Drift Oil only works behind the wheel. It’s on the bandolier next to the NOS.
The way we run it in my game is that it’s common to Leeches(they can restock their bandoliers with it as normal), but anyone else has to learn to make it like any other special recipe. Just part of the Leech’s kit the same way every playbook has special items they start with, in a way.
FWIW my thought is they can’t replace the common ones without the workshop or a supplier, and drift oil seems like one that is special on purpose but on the list by mistake.
The way I see it is: I wouldn’t refill any of the other oils or essences there on page 227 for free – and that would seem to include Drift oil. I’m also interested to know the intention there
