The Iruvian Consulate already know you’re after them. Whatever it is, they already know, and are using your crew to their own advantage – possibly to eliminate a third party mole in their midst without dirtying their own hands.
Depends on how you like to play the Consulate, of course – I’m very partial to John’s own delicate webweaver spymaster deal. So, I’d play into that – not that much direct violent opposition, but loads of preparation, misdirection, and information management.
Mechanically, you could make a clock, and whenever there is a complication on an information gathering type roll, give the players the basic gist of what they ask for, but have the most obvious applications of that information be useful to the Consulate instead. The Consulate is always looking for other hands to shuffle hot coals with.
In terms of direct opposition, you could also use the same clock as a flashback generator for the Iruvians – when the PCs put them in a tough spot, tick a notch or two down, and have the Iruvian Consulate inexplicably have just the answer to the problem at hand, either through by calling in their allies or by clever trickery.
With the clock down, they’re out of tricks, and are just paper pushers with lying tongues you can shove any which way you like. Probably down.
If this guy has a bodyguard, have him be a man that uses some of the strange potions and elixirs that the Red Sashes have access to. No one wants to really deal with the man who drinks down three potions and now is near super-human…at least for a little while.
Of course, there should still be security and normal counter-measures. Combine that with the shadowy aspects there and they’ll be quite the challenge.
