Good question for a gray area. I would allow it and make the Devil’s Bargain especially juicy. How much is the player willing to risk to succeed? That is a game defining question.

Generally, if these rules don’t say otherwise, then they allow it. Or at least allow you to decide.
But John shows that he allows it in his play, without actually mandating it as a rule. Look at the end of the extended example Showdown at the Docks on pages 39-40. Adam takes +1d from a Devil’s bargain and then pushes Canter for +1 effect after that roll, to push the result from great to extreme effect.
