You have more or less and endless supply of those chemicals. Generally speaking any items that are lost during a score just come back between scores. I would consider on a 1-3 on a desperate roll, threatening to cut off a leech’s supply until some LTP is completed, but I expect that to be resisted and it’s a move I’d use sparingly if at all.
ok so the uses listed are just for non leech creations of those items?
The leech’s supply isn’t necessarily even created by the leech, it’s just assumed he has access to those chemicals somehow. But yes, those uses are for purchasing or tinkering those chemicals.

Might be worth asking your Leech PC where his supply comes from? Does he make it himself? Does he know a guy? Does he have a counterfeit key to a supply closet in the Jayan Hall of Alchemy?

The Leech’s Supply
The Leech playbook has special access to a stock of common alchemicals. During downtime, they automatically refill their bandoliers, so long as they have reasonable access to a supplier or workshop. Upon use of a bandolier slot, the Leech can specify which type of alchemical they deploy from the list on their playbook.
