I say it’s +1 for storms, storm-related activities and storm byproduct 🙂
specifically, I would accept a prowl roll to sneak under heavy fog, of command roll accompanied by thunder, but not swaying people to death with lightning or consorting with the storm (unless you have the “occultist” ability and know a cool storm demon fellow).
I think she can, because it says you get the +1d “if you’re making a roll”. So, I’m seeing that it can be made independently or at the same time as a sway roll. Also having a storm fast-approaching is a good way to fast-talk or distract someone, especially if they’re outside.
You push yourself to create the storm. Then you also get the bonus die or extra effect on a related roll. So, the answer to your original question is no (pushing on your Sway roll does not activate Tempest). But you can technically accomplish the same thing, anyway: push to activate Tempest, then take your +1d on a Sway roll — if creating a storm somehow relates to swaying someone.
