  1. all the games i’ve seen it used in allow it to be determined in the moment, like any other gear – as long as it doesn’t contradict any fiction, like if they already talked to someone as themself on site, they cant just instantly apply their cover identity and disguise (assuming it requires a disguise, if it’s just an identitity with no face change, that seems fine)

  2. Im with Jamie Collette here: Just used as another piece of equipment and with that a perfect fit for the given situation. I’m planning to demand a 1 stress flashback if the cover identity is more complex/elaborated, but you can handle that in steps: “Oh, you’re the marquis de X? Ok for me. Let’s see if my superior will confirm your story You’re fine. Welcome at the party.”

    The action they take (which you didn’t describe) will tell us the fiction for which it is being used, and the answer to whether to use a flashback depends on you providing that.

    Note that the mere declaration of load actually glosses over a sort of mini-flashback with 0 stress to get the item there; because what we care about more is not where exactly they stashed it on their person, but what they do with it. If its something that requires some insertion of narration, then perhaps it is a flashback with 0 stress cost; if it’s rewriting the story, then consider a cost. But try not to get too hung up on hypotheticals; we aren’t instructed to charge stress for flashbacks until things stop making sense – and that will depend entirely on the table’s comfort level with the narrations so far.
