It says in the rules that a faction loses one hold if it goes to war.

If a faction is already at war would you still lower it further if a new war started? Would the same apply to a faction involved in a war but not actually at war?

For example, the lampblacks and red sashes are at war, and the Crows are part of the feud albeit not at war with either per say. Each has tier 2 weak hold.

If a group then went to war with the Crows, would they stay at tier 2 weak or drop to tier 1 strong? Would the same be true of the lampblacks or sashes?

Also after a war is over does the faction hold go back up?
