Can’t help you with that specific issue, but I can tell you about losing hold when they have no hold: my players’ crew picked a fight with Tier 4s before they had any hold to lose, so their lair was targeted instead.
Has no one had this happen? I was interested to see what the responses were too, Parker Emerson​.
I too am interested, though also in the inverse – when does a faction lose Tier? If a group hits a claim how does it affect that faction outside of the -2 relationship?
