  1. I guess you can go with the “higher tier factions aren’t always uniformly that tier” idea, if you wanted to shake up the underdog-ness?

    Edit: but then they might not warrant that crew XP for punching up, even if on paper their target’s higher tier.

  2. Adam Schwaninger you could also play up the links between factions, e.g., “Everybody knows the Billhooks are just the foot-soldiers for the Unseen.” (Start a clock: The Unseen take note of you, 1 tick…)
