Well Sentinels usually watch something. So what in or around Dusk needs watching? Maybe Celene watches the sea for incoming ships or is a guard at a bank.
… or someone more official like from the Imperial Military, guarding the garrison or specific (=important) parts or persons there.
This is true of a number of friends on the sheets, such as a blood dealer and a psychonaut. I doubt we’re likely to get answers for all of them, so I think the best thing to do is ask your hound what a sentinel is. It’s a slick way to get your players to add to the setting.
I’ve always left it to the players; “So what’s a Sentinel?” “You tell me!”
– In one game it was a women from private security force hired to guard nobles.
– In another they were city guards stationed at all entrances the city (acting like customs agents).
– Recently I’ve had it described as a dead end bluecoat job, tasking them with guarding the vast lighting walls of the city (“a mind-numbingly dull duty”).
In our game, they’ve been mentioned as a group of vigilantes.

I’d use them in a similar manner to the Keepers in the Thief computer games.
In our game sentinels are like the dock’s version of rail jacks
I use them as special agents of the Doskvol Council. Which, in a totally unrelated note, is prohibited by law from performing counterintelligence, condoning illegal acts, or engaging in assassinations.
