When I say “interesting” I really mean “This could be customized and repurposed for when a GM is interested in the fickle whim of fate in an inspirational direction.”
Like, divide an area the size of Crow’s Foot into districts. Swap out “bootleggers” for “illegal plasm trade” and “fugitives” for “cult” and maybe add something in for betting dens and illegal fighting rings. That sort of thing. Adjust it, have some fun with it, but use the framework.
