[hack] I love Duskwall as a setting – but I could easily see this as fitting in the Bas-Lag setting as well (China Meiville’s novels – Perdido Street Station, The Scar and Iron Council). Less undead, more magic, and more oppressive government. The idea of all policing forces being secret policing forces would really make it a different feel for the game.

The city descriptions and just the names of the locations and streets are incredibly evokative.
I have attempted to make it before for other systems, and have even been in an Amber based version of Bas-Lag. A kind of mobile Duskwall
No police as such though, the factions basically run the city. So standing with a faction would have direct effect on heat and arrests.
