I had a question about the items. Character creation simply says to “Choose Items Carried” and the various loads, in addition, downtime also lets you choose your carried items.
I take it this means you have that entire list theoretically available to you every occasion you get to choose your items? I assume this is the case, I just want affirmation I guess.

Yeah, that’s what I assume. You have the whole stash available to you, you just can’t “swap out” items when you’re on a score, unless you do a flashback scene or something (and perhaps pay the appropriate amount of Stress).
…and I just had a flashback to Chow Yun Fat hiding all the pistols in the hallway in A Better Tomorrow.
Well, there was that example on page 16 of the quickstart where a player realizes it would’ve been great to bring his wrecking tools and pays a stress to retcon it.
Though that is more a hindsight thing. Another example I could see being the player(s) pick their equipment ahead of time, but also see the benefit of being lightly loaded at first, such as infiltrating a high-class party only to slip away to do nefarious deeds. So they select a normal/heavy load but state they don’t have access to some of it, then include a flashback stating “once we’re away from the party, we head to the XYZ where we arranged to have our gear quietly stashed ahead of time.” and pick up the rest of their loadout.
And what happens when they roll poorly on that flashback? Well, guess that maid they bribed ran straight to the pawnshop with their gear! Or worse, told her master…
To answer the original question: Yes, that’s right. You own all that stuff. You can change out what you’re carrying when you have downtime.
There’s a description in the guide (I don’t have it in front of me) which describes the typical dress of what the various loads look like. Light is a normal citizen’s attire. Blending in is easy. Medium is a scoundrel. And Heavy is “Business Formal” locked and loaded for a score.
I think depending on one’s loadout and attire the position’s of one action might change.
Absolutely. Try convincing a Bluecoat that you’re just out for a stroll…with your armor…and your climbing gear…and your burglars tools…and your dark-sight goggles…and a blade or two…
